Jessica Barnier

Jessica Barnier is a project specialist at AIR. She has more than 15 years’ experience in project management and serves as a project manager for several projects in workforce and education. Her primary responsibilities include managing projects for contracts with federal agencies, such as the U.S. Department of Education and Department of Labor, where she helps implement education and workforce development initiatives across the country that develop and deliver varied and innovative outreach, research, technical assistance, and training solutions. Barnier currently works as the project manager for the National Special Education Spending Study, Regional Educational Laboratory (REL) Southwest Providing Reading Interventions for Students in Middle School (PRISMS) Toolkit, New Leaders’ National Aspiring Principals Fellowship SEED Evaluation, and the Competency Model Clearinghouse (CMC) Initiative projects.

Barnier was previously the project manager for the What Works Clearinghouse: Statistics, Website, and Training (WWC-SWAT) project, the Promoting Resilience, Opportunity, and Mobility in Support of Equity (PROMISE) Center, and the American Rescue Plan Act (ARPA) Unemployment Insurance Gap Analysis.

Prior to joining AIR, she worked at the University of Wisconsin, where she served in human resource, IT, and project management capacities. Her previous projects focused on community outreach, leadership, training, curriculum development, and software implementation. Barnier holds PMP, PHR, and SHRM-CP certifications.
