Jessica Cadima

Jessica Cadima is a researcher at AIR specializing in the public policy areas of labor, health, and human services. Her work has served a diverse set of clients including the U.S. Department of Labor, state government agencies, foundations, and local workforce investment boards. She is highly experienced in program implementation and mixed-methods evaluation, including qualitative data collection and analysis, such as conducting random assignment administration, site visits, focus groups, developing surveys and other data collection instruments, as well as providing technical assistance.  

Prior to joining AIR, she worked at an American Job Center (AJC) providing front line case management services for customers seeking employment. There she implemented federal and state funded employment and training programs and worked with partner stakeholders to improve shared data collection systems and better monitor customer’s training services and employment outcomes. Her recent portfolio supporting the Workforce Policy and Programs practice area at AIR includes working on the evaluation side of federally funded programs examining innovative approaches to designing and enhancing workforce service delivery. Ms. Cadima is well versed in human centered design and has collaborated on human-centered design projects with other behavioral research firms, to conduct mystery shopper site visits of AJCs and develop in-depth assessments of the customer experience that identify program service delivery improvements.
