Mai Noguchi Hubbard

Mai Hubbard is a vice president at AIR and leads the Health Payer Innovation, Transformation and Support program area. Dr. Hubbard is a health economist whose primary expertise is in implementing policies aimed at improving the U.S. health care system by transforming value-based care delivery and payment models.

Dr. Hubbard has subject matter expertise in Medicare payment reform programs, including the Medicare Access and CHIP Reauthorization Act (MACRA) and Alternative Payment Models (APMs). As project director, she has supported multiple key initiatives for CMS, including the APM pathway of the QPP and Value-based Payment Modifier (VM) Program. She has more than fifteen years of experience blending data science and technology solutions to develop and operationalize quality measures. Most recently, she led initiatives to advance the next generation of measures for chronic kidney disease and end-stage renal disease, and the Merit-based Incentive Payment System (MIPS).
