State Apprenticeship Expansion Case Studies

States are important leaders and drivers of the expansion of apprenticeship programs across the country. Supported by grants from the U.S. Department of Labor, states are investing in high-quality apprenticeship programs and raising the profile of apprenticeship as a talent solution in collaboration with state education and workforce development systems. States are building the partnerships and infrastructure necessary to diversify, scale, and sustain a modern Registered Apprenticeship system in the United States.

The State Apprenticeship Expansion Case Studies document the implementation strategies and key success factors in two states that have achieved substantial apprenticeship program growth. The case studies offer ideas for scalable strategies and promising practices for states and their partners.

While strategies, approaches, and outcomes vary, states that have achieved significant expansion of their Registered Apprenticeship systems have focused their efforts in five key areas. As state apprenticeship systems become more robust, promising practices and effective strategies can be shared to scale and replicate across other states. Maine and Idaho have achieved substantial growth in expanding their state apprenticeship systems, illustrating key apprenticeship expansion elements in practice.

The State Apprenticeship Expansion Case Studies, developed by AIR in partnership with Social Policy Research Associates, document the successful strategies that have led to apprenticeship expansion in Idaho and Maine. The case studies offer ideas for scalable strategies and promising practices to grow, diversify, and modernize apprenticeship systems in states.
